Summary: This bill would make commission of a crime because of the victim’s sexual orientation, gender identity, or other traits, an aggravating circumstance that can be considered by a judge when imposing sentencing for a crime. The bill also provides for civil recovery, and also requires training for law enforcement officers in responding to, identifying, and reporting bias crimes.
