In 1994, San Francisco's Board of Supervisors included "gender identity" in the non-discrimination language of its administrative code. The report recommending this non-discrimination language had also recommended that the Health Services System Board "modify the City Plan to cover transsexual treatment and procedures."
The City and County of San Francisco Transgender Health Benefit Program has proven to be appropriately accessed and undeniably more affordable than other, often routinely covered, procedures.
