In addition, Georgia has a general school safety provision that provides students with a "safe school environment . . . without fear of violence or intimidation." The code specifies only that students shall not be refused admission into or excluded from any public school on account of race, creed, color or national origin. O.C.G.A. § 20-2-131 (2001)
