Protects transgender students? Yes, Under Regulations
No provision of Hawaii state law explicitly addresses gender identity-based violence or other similar issues under the safe schools law.

However, the Hawaii Board of Education has implement both a policy prohibiting employees from bullying, harassing, or discrimination against a student on the basis of gender identity and expression, HI. BOE POLICY 4211 (2008), and a regulation prohibiting students from bullying, cyberbullying, or harassing a fellow student on the basis of gender identity and expression, HI. ADMIN. R. 8-19-13 (2001/ 2009)
