On December 4, 1984, the Berkeley Council adopted a policy to extend domestic partner benefits to City employees in association with various union contracts and based on a recommendation by the Human Relations and Welfare Commission. Initially, medical benefits were made available through the City's self-insured indemnity medical plan, as well as dental benefits, sick leave and bereavement leave.
